Private Education Act 

Under the new Private Education Act, legislated in December 2009, a Committee for Private Education (CPE) was set up to regulate the private education industry in Singapore.  All Private Education Institutes (PEIs) are required to be registered under a new Enhanced Registration Framework (ERF) and comply with the regulations under the Act to continue operations.

 

Committee for Private Education 

The Committee for Private Education (CPE) governs private education in Singapore and was established under the Private Education act 2009 and was later appointed by SkillsFuture Singapore (SSG) Board in October 2016 to carry out its functions and powers relating to private education under the Private Education Act. The CPE is supported by a team of dedicated staff from SSG to regulate the sector, provide student services, consumer education and facilitate capability development efforts to uplift standards in the local private education industry.

 

 

Enhanced Registration Framework 

The Enhanced Registration Framework (ERF), as set out under the Private Education Act and the Private Education Regulations, spells out the mandatory registration requirements and legislative obligations which all private education institutions, operating in and from Singapore, must meet. It is administered by the Committee for Private Education (CPE), which is the sectoral regulator overseeing the private education sector, as established under the Private Education Act. The Enhanced Registration Framework (ERF) aims to ensure that Private Education Institutes (PEIs) in Singapore are of a certain standard to protect the interests of the Students enrolled in their schools.

EduTrust Certification Scheme 

The EduTrust Certification Scheme (EduTrust) is the quality assurance framework that aims to distinguish private schools that consistently maintain a high standard of quality in the overall provision of education services and make continual improvements that lead to positive student outcomes.

The EduTrust framework comprises of 7 major components:

      1. Management commitment and responsibilities,
      2. Corporate governance and administration,
      3. External recruitment agents,
      4. Student protection and support services,
      5. Academic processes and student assessment,
      6. Achievement of student and graduate outcomes, and
      7. Quality assurance, monitoring and results.

A Private Education Institution (PEI) is awarded EduTrust certification if it has achieved the stipulated standards in the areas of:

      • Management of the school;
      • Provision of educational services; and
      • Financial health

Advent Links-SAUC Education recognizes the importance the EduTrust framework and all legislation enacted by the Committee for Private Education. The framework will serve to greatly enhance Singapore's reputation as an excellent provider of private education while protecting the interests of both local and international students in Singapore.

 

 

Fee Protection Scheme 

All EduTrust-certified Private Education Institutions (PEIs) are required to adopt the Fee Protection Scheme (FPS) to protect all fees paid by all their students. All fees refer to all monies paid by the students to be enrolled in a PEI, excluding the course application fee, agent commission fee (if applicable), miscellaneous fees (non-compulsory and non-standard fee paid only when necessary or where in applicable, for example, the re-exam fee, etc.). Advent Links-SAUC Education Centre has in placed a Fee Protection Insurance Scheme with LonPac Insurance BHD. This amount would be based on 2.5% of all fees per year (subject to a minimum fee of $25).

Students may also like to know that the insurance will protect the students against the following events:

      • Loss of fees paid in advance by the insured student due to insolvency or regulatory closure of the school.
      • Private Educator's failure to pay sum awarded by Singapore courts to the insured student.
      • Payment of S$10,000 for any one event and in the aggregate for the insured student’s accidental death or total permanent disability by accident caused solely and directly by accidental, visible and violent means (excluding any sickness, disease or medical disorder).
